The 14^th edition of the American Council for an Energy-Efficient Economy’s ranking of U.S. states on their policy and program efforts to save energy; and their progress in pursuing efficiency as a cost-effective tool to achieve state clean energy goals. Score cards covering utility policy, transportation, building energy efficiency policies, state initiatives, and appliance efficiency standards are provided in this report, from December 2020. California leads and sets standards which are adopted by other states, particularly regarding low- emission and zero-emission vehicle programs.  Regionally, the northeast leads the way.
