This paper focuses on the tremendous economic opportunity associated with small commercial buildings measuring 50,000 square feet or less. Insight is provided into where policy changes could have the greatest impact on increasing the pace of energy efficiency upgrades, while also strengthening small businesses, creating jobs and enhancing economic and environmental resiliency in the face of climate change.
