This report was authored from ACEEE and published in January 2021. The authors assess Florida’s underperformance in energy-efficiency programs and provide the following recommendations: setting utility energy saving targets; requiring EE programs for underserved customers; moving from “ratepayer impact measure” approaches to better utility cost test measurement approaches; and eliminating the two-year payback screen. Such measures would incentivize utilities to invest in cost-effective energy efficiency programs, the report argues.
